Here's the thing: you choose your friends, but do they have as much influence on you (generally, at least) as your family?
Well, I would have to go with family on that one in your case Compulsive Indecision. You are very similar to most of your family members and everyone that meets them and sees their personalities can tell who you are. :)
As for a real answer to the question, I'm not sure. I would probably still go with whomever the individual was raised with for most of her/his life. They take on the mannerisms, interactional styles, and problem-solving strategies or lack thereof, just to name a few. So, if you are looking at the individual to determine compatibility, the family is the way to go. If you're looking for someone to hang out with, then friends would be the way to go. Just my opinion. :)

I would have to go with friends. Why? Because my friends are a better reflection of my interests and even my personality.
I do love my family, but I am very different from them. The most apparent difference is that my parents were born and raised in Taiwan while I was born and raised in the U.S. So there are a lot of cultural differences as well as numerous personal ones.
I agree with Defender's first comment: you can't choose your family, but you can choose your friends. We naturally associate with people who are like us (in my case, I tend to befriend people who are liberal-arts majors, left-leaning, laid-back and funny) and thus I think I can tell more about someone by meeting their friends.
